    There is a serious error in the way this question has been written. Two regression lines mean one line is the regression of Y on X (where X is independent variable and Y is dependent) and the other is regression of X on Y (where Y is independent variable and X is dependent). These two lines meet at the mean values of X and Y. But when we are to find out the value of one variable when the other is known, we must be told which of these two lines is Y on X and X on Y. Given the options, the first line : 3X + 5Y - 42 = 0 is the regression of Y on X and that will lead us to know value of Y when X = 10. Simply put X = 10 in the equation and we'll get Y = 2.4. So the option (3) is correct.
