Nationalism as an ideology is modern. A nation is a stable community of people, formed on the basis of a common language, territory, history, ethnicity, or psychological make-up manifested in a common culture. It is true that there can be discources and not common theories on nation and nationalism as both these concepts are different and cannot be defined In common theory.

    A statutory body is an organisation of government which is not demarcated in Constitution of India but it gets its powers, service rules, authority by an act of parliament or state legislatures. The Union Government set up the National Commission for Minorities (NCM) under the National Commission for Minorities Act, 1992. The National Human Rights Commission (NHRC) of India is a Statutory public body constituted on 12 October 1993 under the Protection of Human Rights Ordinance of 28 September 1993. 
    Constitutional bodies in India are bodies or institutes that have mentioned in Indian constitution. It derives power directly from the constitution. Any type of change in mechanism of these bodies needs constitutional amendment. Example- CAG, National Commission of SCs, National Commission of STs, National Commission of Backward classes etc.

    Preamble as a Part of Constitution ?
     (i) A.K. Gopalan (1950) vs State of Madras in which supreme court's verdict was that - preamble cannot be used for interpretation.
    (ii) In Berubari Case (1960), SC agreed that preamble was the key to the minds of the framers of constitutions and could be used as help for interpretation. Yet preamble was not a part of constitution.
    (iii) Kesavananda Bharti Case (1973), SC opined that preamble is a part of constitution. It does not grant any power but gives a direction and purpose to the constitution which is reflected in Part III and IV.

    Below are some developmental programmes by Government in chronology 
      1)  Indira Awas Yojana- Started in 1985 as part of the Rural Landless Employment Guarantee Programme (RLEGP), Indira Awaas Yojana (IAY) was subsumed in Jawahar Rozgar Yojana (JRY) in 1989 and has been operating as an independent scheme since 1 January 1996.In 1993-94 this scheme was extended to Non SC/ST categories also.

      3)  Atal Pension Yojana- The PMGSY is under the authority of the Ministry of Rural Development and was begun on 25 December 2000. It is fully funded by the central government.
     4) Deen Dayal Upadhyay Gram Jyoti Yojana- (2015) The PMGSY is under the authority of the Ministry of Rural Development and was begun on 25 December 2000. It is fully funded by the central government.
