    this question can be solved by using inert pair effect. B family show both +1 and +3 oxidation state. due to inert pair effect +3 oxidation state down the group decrease while +1 oxidation state increase. so B is stable in +3 oxidation state while Th stable in +1 oxidation state (due to inert pair effect) middle elements can show both +1 and +3 oxidation state so option C is correct see below research paper
