how is Neon the most electronegative element in the periodic table according to Hartwig's reference? kindly explain

    actually fluorine is the most electronegative element in periodic table. but hartwig says neon is the most electronegative...this is because NEON is an element which generally doesn't form any compound means neither covalent compound nor ionic compound...it means IT DOES NOT LIKE TO SHARE ITS ELECTRON IN ANY WAY with other elements..it tries to keep its electron to itself or u can say the most electron lover in periodic table which makes it most electronegative..
