    Grants-in-aid or simply just grants are the assistance offered by the Union govt to the States or Panchayati Raj institutions. Hence they have got to do with the financial relations between the centre and states. As such, there is no one authority that solely recommends grants; plan or non-plan. While usually it is the ongoing Finance Commission that makes such recommendations, other institutions can do that too. For instance, recently when PM Modi extended a 1000 crore aid to West Bengal (due to the cyclone Amphan), you can see that as a non-plan grant. And this might have been recommended by the Finance Ministry or the PMO or any other ministry or institution. I am just throwing a guess here, but the point I am trying to make is that there is not a single body that is tasked for this purpose in particular. But, Government of India has now scrapped the plan and non-plan expenditures in budget exercise and their place has been now taken by capital and revenue spending classifications. So you will not find non-plan grants in the budget now.
