    In my personal opinion it is option a as the other Latin phrases are about equality, justice, liberty, none of which is symbolic to Constantine. The first option, ie, a means "In this sign you shall conquer" and this was possibly what was inscribed on the legendary helmet. Constantine's helmet was of symbolic importance not only as a conqueror but also as a Christian. The helmet was supposedly imbibed with the nails of The True Cross that crucified Christ. In Roman culture the objects or body of the deceased was very important, it could supposedly grant special powers to its wearer, etc. Supposedly it also fulfilled a prophecy of making the wearer invincible and the prophesized person. Hence, the quote most aptly fits this motif and is probably the correct option.
