    option B if Both the ring become aromatic after polar interaction the. whole compound will be aromatic. if one ring is aromatic and another is antiaromatic then whole molecule will be non aromatic. now we will check aromaticity in case of I and III both are aromatic so double bond become sing bond after polar interaction due to aromaticity and have less barrior for rotation. in case of II, whole molecule is non aromatic so polar interaction is not possible and double bond not break. so rotation barrior is very high in this case
