yes, answer c should be correct.as this question is asking about developing countries fiscal policy main role. first of all you should think that what is the main problem of developing countries,obviously inequal distribution ,no price stability,poverty,unemployment etc etc.so we can eliminate option 3 full employment because developing countries can not think about that.so remains 3 option in which the main issues would be solve first is price stability and equitable distribution. the result of these two can be the economy growth.so fiscal policy would be on price stability and equitable distribution to gain economic growth indirectly
