    A concentration of 400 ppm means that for every million air particles, 400 of them are carbon dioxide molecules (0.04%). parts per million (PPM) it  usually describes the concentration of something in water or soil. One ppm is equivalent to 1 milligram of something per liter of water (mg/l) or 1 milligram of something per kilogram soil (mg/kg).
