Technological dualism, as propounded by Benjamin Higgins, holds that it is not inadequacy of effective demand but the existence of technological and resource constraints in the modern and traditional sectors that are the causes behind underemployment and unemployment in developing economies. Technological dualism implies a difference in the production functions of these two sectors. While in the modern sector, production functions are signified by fixed production coefficients, in the traditional sector, the technical coefficients are variable.
