Non parametric do not assume that the data is normally distributed. The only non parametric test you are likely to come across in elementary states is the chi-square test. Spearman Rank Correlation Coefficient tries to assess the relationship between ranks without making any assumptions about the nature of their relationship. Hence it is a non-parametric measure - a feature which has contributed to its popularity and wide spread use.
