    According to Palmer and Perkins, “The declaration is merely a statement of principles, not a legally binding instrument; but it has become one of the best known of international documents, and it has often been referred to in resolution of the U.N., the specialized agencies, regional arrangements and other international orgainsations, and in national constitutions, legislations, and court decisions. It is a beacon light for all mankind, even though it has been honoured more often in tire breach than in the observance.
