    because whistle blowing used for exposing unethical activities in the organisation and hence it is of public interest, also needs proper evidence and it is to aware people/employees not to inspire employees.

    Ulterior motive (plural ulterior motives) is an alternative or extrinsic reason for doing something, especially when concealed or when differing from the stated or apparent reason. Breach of trust is a failure to act responsibly for someone who has given you something to keep safe. 
    So, whistle blowing is unjustified in these cases.
    Also, in the case of insufficient evidence whistle blowing is unjustified as we cannot prove any wrong doing.
