Why the iupac name of the following compound is 4-chloro-2-ethyl-1-methylcyclohexane and not 1-chloro-3-ethyl-4-methylcyclohexane

why the iupac name of the following compound is 4-chloro-2-ethyl-1-methylcyclohexane and not 1-chloro-3-ethyl-4-methylcyclohexane? As halide functional group is present so numbering should start from the carbon attached to Cl and thus the latter should be the name

    Cl is not a functional group..it's a normal substituent..so Cl is not given the first priority RATHER numbering should dome in such a way that SUMMATION OF POSITION IF SUBSTITUENTS SHOULD BE MINIMUM
