    are you talking about this Question??I think you are talking about another Question of surface current direction and magnetic field direction...heregeneral for surface. current, generated Magnetic. field doesn't depend on current direction....there we use biot- savart law...there B direction has direction K×r...and surface current is along x direction...so z direction magnetic field is Not possible... that's because ,if there B is along z direction , then it is possible for only Right hand thumb rule...Not for Biot-savart law... but for surface current , obtaining Magnetic field direction , Biot-savart law is used....Not right hand rule...
