    okk. but there is also Ex=Ey which is also a condition for Circular polarized. will it effect it or not???

    No whenever You will see phase difference is such that NEITHER \u03C0/2, 3\u03C0/2, ..(2n+1)\u03C0 /2 NOR \u03C0, 2\u03C0 etc, then there's no effect of being same amplitude... Just then do Elliptical polarization
