    Option A is correct More nucleophilicity more is the migratory aptitude...due to presence of EWG NO2 group...its migratory aptitude is less check this basic mechanism

    option A. It is Baeyer villiger oxidation. here anionotropic rearrangement takes place so EWG at benzene ring decrease the migratory aptitude. so Benzene ring will migrate first. Below I'm attaching the image have mechanism of this reaction and migratory aptitude
