    if it is proportional to r cap then why it's directed to negative r cap direction ?

    If the axis of rotation passes through the coordinate system's origin then centrifugal force is directed radially outward from the axis of rotation. Coriolis force will be in negative x direction. Option D is the correct answer

    but coriolis force is in right direction if particle is anticlockwise

    centrifugal force is always radially outward of outer sphere( no matter what small disc is doing) and corolise force is radially inward w.r.t small disc so option c is correct..
