If I have to choose any of the option given, then most probably it would be Mesa. None of them seem to be apt with the question asked. Plateaus are usually formed by various processes like volcanism, crustal shortening and thermal expansion. Specially talking then, Plateaus are bound by steep slopes Or escarpments and are remarkably flat. Same goes with the Mesa, which is usually flat topped (like a plateau which resembles a table land) and steep sided or bounded by steep slopes. So Mesa should be the answer. Note: Best example pertaining to the volcanism(generally hot spots), is your Deccan Plateau, while formation mechanism or process of Tibetan Plateau is attributed to crustal shortening and finally the plateau that involves thermal expansion process in their formation is Ethiopian Highlands.
