    If any dispute arises regarding the subsistence allowance payable to a workman under sub- section (1), the workman or the employer concerned may refer the dispute to the Labour Court, (14 of 1947 ) constituted under the Industrial Disputes Act, 1947 , within the local limits of whose jurisdiction the industrial establishment wherein such workman is employed is situate and the Labour Court to which the dispute is so referred shall, after giving the parties an opportunity of being heard, decide the dispute and such decision shall be final and binding on the parties.

    The World Federation of Trade Unions (WFTU) was established in 1945 to replace the International Federation of Trade Unions. Its mission was to bring together trade unions across the world in a single international organization, much like the United Nations. After a number of Western trade unions left it in 1949, as a result of disputes over support for the Marshall Plan, to form the International Confederation of Free Trade Unions, the WFTU was made up primarily of unions affiliated with or sympathetic to Communist parties. In the context of the Cold War, the WFTU was often portrayed as a Soviet front organization.A number of those unions, including those from Yugoslavia and China, left later when their governments had ideological differences with the Soviet Union.

    Robert Owen had raised the demand for a ten-hour day in 1810, and instituted it in his socialist enterprise at New Lanark. By 1817 he had formulated the goal of the eight-hour day and coined the slogan: "Eight hours' labour, Eight hours' recreation, Eight hours' rest". Women and children in England were granted the ten-hour day in 1847. French workers won the 12-hour day after the February revolution of 1848. A shorter working day and improved working conditions were part of the general protests and agitation for Chartist reforms and the early organisation of trade unions.

    Collective bargaining is a technique of social change, some-times performing its function smoothly and at other times threatening to blow up. Arthur D Butler’s classification of functions of collective bargaining can be viewed under the following three headings.
    (i) Collective bargaining acts as a technique of long-run social change, bringing rearrangements in power hierarchy of competing groups.
    (ii) Collective bargaining serves as peace treaty between two parties in continual conflict.
    (iii) Collective bargaining establishes a system of industrial jurisprudence, defining the rights and duties of the conflicting parties.
