    Phosphorus acid(H3PO3) In its structure it has one double bond between P and O and two P and OH single bonds and one P and H bond So it has two acidic hydrogens coming from OH's . The hydrogen which has direct bond with phosphorus cannot be ionised so it is not acidic hydrogen. So it's basicity is 2.

    Simply you can see the acidic hydrogen and the no of acidic hydrogen is its basicity. Because Basicity of an acid is defined as the no. of ionizable H+ ions or protons in that acid.
