In monoclinic crystals, only one (conventionally b axis) of the principal vibration directions will coincide with a crystallographic axis.  The others (a and c axis) will be at some angle to the crystallographic axes.   In simple words, for monoclinic crystals: a and c axis is not parallel to the principal vibration direction whereas b is parallel to vibration direction Y. For triclinic crystals: None of the crystallographic axis is parallel to the principal vibration direction.
