    if the region is not bounded we cannot use Gauss divergence theorem

    yes. if region is not bounded , then we can't use divergence theorem

    now in this qus we can apply GD theorem.... because surface is bounded by cone and plane z=1see.....

    Refer attached , here region is bounded , so here we can use divergence theorem .
