[Co(H2O)6]3+ is inner orbital octahedral but[Fe(H2O) 6]2+ is outer orbital so why electron is paired in first one but not second complex?

Though conventionally H20 is weak field ligand, in case of Co3+ , from oxalate onwards all ligands (including H20) act as strong field ligands and form inner orbital complex
