    C1 - Cl in your question is ortho. So easy to replace

    option C nucleophilic substitution of aryl halide is not possible because there is partial double bonds between x and C or benzene ring, and X is attached on sp2 C. if reaction follow below two conditions then it can be possible

    here both the Cl is attached with benzene ring but in case of C1, It is ortho to NO2 so due -R effect of NO2 l, and high T and P ortho Cl is replaced by NH2
