Not always as you can see HCl is diatomic and it has dipole moment of 1.03D . CO2 is triatomic and it has no net dipole moment. Bf3 is polyatomic it has also no net dipole moment. The dipole moment of a molecule can be predicted by looking at the molecule's structure and the location of the dipoles within the molecule.
