    False as streams have been found on Mars and on some of Saturn's moons.

    No, there are other extra-terrestrial bodies where streams are active. For example, titan (Saturn's satellite) has the methane based environment. It means that there are methane rivers on Titan and rainfall also occurs in form of methane. There are other extra terrestrial bodies also, where active streams are working in subsurface condition.

    Although the streams and rivers on titan are fed by liquid methane instead of water. Long ago, Mars also hosted rivers, which scoured valleys across its now-arid surface.

    Yes it's true in case of planet.. stream always FLOWS to the base level of erosion that is ocean level . and on Earth it is present.also tectonic process activates them to flow. Jupiter and Neptune has thick I've covers around itself . Europa,and Enceladus has thick salty ice streams below ice covers. They are moon of Jupiter and Saturn.
