Current in a circuit is like water in pipes. Think of a tap as a resistor: the more you close it, the slower the water runs out, and the slower the water moves in from the pipes in the wall. The same volume of water is still moving through the tap. Now imagine you have two taps, say a main water-line tap, and a bathroom tap. Assuming all other taps in the house are closed, imagine the main water-line tap only allowing a little water through, then no matter how much you open the bathroom tap, the small amount of water allowed to run through the main tap will be the maximum allowed to run through the bathroom tap. But your question is a good one, because it asks why this happens. I believe the simple answer to that is that current is carried by moving electrons.
