both arrangements are different bcoz first one is two different capacitors in series and the srcond one is two different capacitor in parallel.

The given dielectric arrangements are different because first one behave as two different Capacitor in series, while second one behaves as two different Capacitor in parallel. See attached files for both type of arrangement.

see this solution ..one thing note that when the area divide ,the capacitors are connected in parallel in that case and when thickness divide then they are connected in series... there are lot of questions on this topic. note that the capacitance of 2 capacitor in parallel is direct sum and in series case it is 1/c1+1/c2....hope u will get it.. for any doubt u can ask..
