    question says that there is sphere with radius 'a' and it is surrounded with dielectric material upto radius 'b' i.e. dielectric is outside given sphere. we have to find potential at thecentre using infinity as reference point and volume and charge density. means you will assume bringing the charge from infinity to centre of sphere

    note these are the normal vector to the sphere.. in case of inner shell, it's direction is inward that's why surface charge density will negative.

    maam at surface a n vector is in -r direction with respect to dielectric. ma'am do we always find n vector with respect to dielectric and if yes why?

    no, it's depend on which surface u are finding normal vector..
