    For steady current B( out ) = 0, it means that net charge present in current carrying wire is zero. Charge enter = Charge leave. So, there is no net charge. Therefore B( out )=0.

    for charge =0 E(out) should be zero .....how B can be zero ....if there is uniform current is present

    Relationship between electric and magnetic field is B = K×E/w From this relation B will be also zero.
