Here nucleophilic addition reaction takes place if there is no leaving group on carbonyl carbon. if present then nucleophilic substitution. more the nucleophilicity of nucleophile more is the rate of reaction
aldehydes and ketones have no leaving group
I think attacking nucleophilic is strong basic because if it is weak base or ( more electronegative ) then it might remove the another group present on carbonyl group which is example of reaction is acyl chlorides ,carboxylic etc

no both are different things, leaving group ability decided by the Basicity while nucleophilic decided by many factors so we can say
