    in this question there is no ortho effect, no resonance due to steric repulsion of bulky groups, and no hyperconjugation so option A,C,D are wrong

    SIR simply mean resonance inhibition. so any reason which inhibit the resonance included in SIR effect. so it may be due to bulky groups present on 1,2,3- position of benzine ring or due to ortho effect or any stereic repulsion which inhibit resonance
