    ring expansion is not considered as 1 2 shift... there is only 1 shift...

    maybe printing mistake in your answer key but answer is 2

    and another shift is required to bring the carbonation to the junction as shown in question.. check it. So total 3 shifts are required

    2 shift first to form a five member ring and second to give the final structure

    the end product in your diagram needs one more 1-2 shift to become the question product.

    look at the carbocation at 5 membered ring and now at the carbon at which four membered is joined. these carbons get connected to give the final structure. hence only two steps required in total
