don't only read notes at first time! read books throughly first then use notes to revise otherwise you will gain nothing!

when you will analyse the pendulum in the lift then you have to add a fictitious force with the real interaction force! because newton's laws don't hold in noninertial frame, but if you consider fictitious force then you can apply newton laws of motion! A accelerating lift is an noninertial frame that's why you have to add an fictitious force with vector addition! That's what done here! g(effective) means when you are analysing the situation in the lift then you will feel g(effective) as gravitational acceleration instead of real g(9.8)!
