    SIR effect is due to steric hindrance of bulky group at ortho position. due to steric hindrance group goes to out of plane and we know that Resonance effect works only in planae so in this case resonance do not work so less resonance is present. basicity increase due to more resonance due to SIR effect . in short SIR effect increase the basicity of aniline and decrease the acidity of phenol.

    For basicity we check lone pair availability. Due to ortho substituents there is steric inhibitions of resonance so that NH2 goes out of plane and it becomes more basic but when there is no SIR then lone pair participates in resonance..So lone pair availability decreases and hence basicity decreases
