Hso4- behaves like an acid but not base why?

HSO4- being negativity charged it must abstract a proton and become H2SO4 behaving like a base. but it is not so.why? can you kindly explain me this sir?

    HSO4- is amphiprotic, meaning that in water they can behave as both a proton donor or a proton acceptor (acid or a base).
