    No, there is no delocalisation fron N to carbocation...N is two atoms away from carbocation, It must be adjacent to carbocation for delocalisation.Only see inductive effect N has less electronegative than O and F. F is highly electronegative so it withdraws bonding electrons and and since carbocation is already positive charged...F makes it more positive by withdrawing electron making it more unstable
