    Ionic 'solids' are insulators because of the absence of free ions that are needed for the flow of electricity through them. Pure ionic solids are an aggregate of positively and negatively charged ions held by strong electrostatic forces in a rigid crystal lattice. The lattice enthalpy is quite high for ionic solids and a large amount of energy is needed to break them into free ions. However, if ionic compounds are dissolved in a polar solvent, which has a tearing effect on the lattice, the ions become free and the solution starts conducting. Likewise, if we melt an ionic solid, i.e., change it into its fused form, it'll conduct electricity because of the presence of free ions. So, ionic solids are insulators.
