Since I.E of neutral atoms is greater than its corresponding anion due to small size so F>F- and Cl>Cl-. Now moving down the group IE decreases ..So considering this order becomes F>Cl>Cl->F-

shib it is general reasoning related to IE of anions....that the IE of anions is same as the electron affinity of that element means IE of F- is sane as the EA of F and IE of Cl- Is equal to EA of Cl...you know the electron affinity of chlorine is more than fluorine as due to inter electronic repulsion in fluorine...so IE of Cl- is greater than F-....hope you get it...for more reason see the above image
