    method 2 is actually correct, because in this you have taken the formula of general gravitational potential. whereas in method 1, your PE=mgh, this is applied only when you are considering motion near to surface of earth. But R/4, is actually comparable to R and hence mgh can't be used. extra Note: mgh, can actually be derived from the general gravitational potential formula.
