In second one nitrogen has better donor ability as both nitrogen and oxygen has localized lone pair but the EN of oxygen is more than nitrogen...So N will donate... In 1st case O has better donor ability and undergoes beckmann rearrangement

In molecule A = O and B = O. because these are sp3 hybridisation in case of OH and there is no resonance so easily can donate lp
