the more electronegative the atom is, the closer the electrons orbitals are to the nucleus.

So it is lower in energy

An atom is a cluster of ions (positive nuclei and negative electrons) we know that “as opposite charges approaches closer to each other they become more stable”, now electronegative atom is the one that can attract the electrons (negative charge) towards itself more efficiently (i.e., closer to the positive charge (nuclei of it's own) so comparatively on an average the electrons of an electronegative atoms are more closer to it's own nuclei than the one which is less electronegative, so the electrons in electronegative atoms are at lower energy than when compared with the electrons in the less electronegative atom, so electronegative atoms are kept at lower position in MO diagram, showing that they have lower potential energy than the electropositive atom.

The electrons are closer to the more electronegative atom in a bond because the orbitals associated with the atom are lower in energy than orbitals associated with the other atom.

The more electronegative atom has lower energy because the row of electronegativity relates to the charge of the nucleus. Therefore, the elements on the right (more charged nucleus) are more electronegative. That means that the more electronegative the atom is, the closer the electrons orbitals are to the nucleus.
