In this case why ortho effect doesn't work?

    yes, why not.. simun you know structure i and iii is aniline, ii is an amine and iv is an amide. so if we compair in b/w three categories then we will found that Amine (str. ii) have only +I effect and we know it will increase basicity of amine so it is most basic among all.. not comes to the aniline (i and iii) and Amine (iv) both have resonance but Aniline have resonance with double bonded carbon while Amide have resonance with double bonded O atom and we know that O is more EN than C so it will attract more lp and decrease basicity. so Amide is least basic. now remaining structure of Aniline can be compaired on the basis of ortho effect. Str iii have ortho effect so it is less basic than i. so overall basicity order is ii > i > iii > iv

    remember that Ortho effect works only in Aniline and here str. i and iii is Aniline so we can compair b/w these two str.
