    since partial derivative alpha and bita exist and both zero(bounded) hence function is continuous

    Function is not continuous at (0,0). Try substituting y = mx.. You'll see that 'm' still appears after applying the limit, and therefore, function is not continuous at the origin. Hence, not differentiaable.
