    Anand concept is that first find the total resonating structures and then count the number of covalent bonds between carbon and chlorine in all the resonating structures... Divide total number of covalent bonds/no of resonating structures.. You will get your answer

    counts the total bond b/w C - Cl you will get 12 and total resonating structures are 7 so B.O = 12/7 = 1.71
