mostly it depends on college facilities. If we talk about IITS For special cases YES a PhD scholar can stay with his/her parent or family. with all IITs. General rule: Family quarters are given to PhD scholar only when they are married and have family (need to produce marriage certificate) Scholar can get family quarter for special cases like yours Or, a Scholar stays in hostel HURDLES: To avail quarters, you need to apply and register at admin. List, generally, are very long. Waiting period is long Eligible quarters available are again lesser in number. ALTERNATE OPTION: As soon as you get admission, apply for quarter, presenting your valid reason. Give this in written. If possible meet DEAN of student and explain your concern. In my opinion you might not get it as soon as you expect but institute will try to provide you the quarter at the earliest. Meanwhile, you can take a flat on rent outside, as PhD stipend is reasonable enough. That too you would get HRA. Thank you
