    basicity of amines depends on three factors namely 1. inductive effect 2. hydration energy and 3. steric effect. Generally basicity order is 2>1>3 due to these three effect. as the size of alkyl group increase, steric effect become dominant over inductive effect and hydration energy and in case of tbu group only steric effect works so if R = tbu then order will be NH3> 1>2>3 But in case of ipro all these factors work with dominant steric factor so we have to remember this order based on pka R = ipro = 1° > NH3> 2° > 3°

    In case of tert butyl steric effect works and basicity order will be NH3>1°>2°>3°. when size of alkyl group increases steric crowding increases which decreases the basicity of amine. so in R= isopropyl group also steric crowding decreases the basicity and order in case will be 1°>Nh3>2°>3°. As by what magnitude these effects works i.e inductive effect, hydration energy and steric effects, these are not well explained so you have to keep in mind the order regarding R=ch3,c2h5,ipro,tert butyl considering the combined effect while determining the basicity of amine
