    Option B In 1st purely single bond is present...so less rotation barrier.. In between 2nd and 3rd....In 2nd there is cross conjugation...so partial double bond character comes in both B and C but due to cross conjugation in B...partial double bond character is less.... So 2nd has less rotation barrier than 3rd So overall rotation barrier order I
