    If there is same number of carbons in alkyne then we will check stability. Internal alkenes/alkynes are more stable than terminal ones . This is mainly due to hyperconjugation that the pi-electrons are in conjugation with the C-H electron pair. more the stability less is the HOC. so internal alkynes have less HOC than terminal so the order of HOC will be II > I
